Solution. Some motherboards have only PCIe slots. Check your motherboard to confirm if it has any PCI slots. In case it doesn't, it is recommended that you get an appropriate PCIe card. The image below show various types of slots typically present on a motherboard. According to the user guide Slot 2 is also PCIe x16 2.0/3.0 same as slot 1 and I can confirm it is working. However I don't see this configuration in any of the user guides so I don't know if it. That means it is half the speed of a PCIE 3.0 x8 slot. I doubt that will make you lose performance on an RX 460. On high-end current videocards you're not losing out on performance with PCIE 3.0 x8 or x16, so a lower class card won't have problems on PCIE 2.0 (especially if it's an x8 card anyways).

The HP DL380p G8 can support multiple GPUs with the proper PCI riser. So the 3 slot design doesn't bother me. Once a expansion card is over 1 slot for my computer; 2, 3, or even 4 slots and it's all the same result: I can use only one expansion card. I could buy a single slot GPU though using a 2 slot card in the top main PCIe x16 slot and the single slot expansion card in the bottom PCIe x16 2.0 slot.
